Global Policy and Advocacy

We believe it is critical to engage all stakeholders in an effective NCD dialogue to propose concrete, tested solutions to heads of state and global thought leaders.

So we are working with policymakers, healthcare professionals and nonprofit organizations to elevate chronic disease prevention and care on the global agenda and ensure that the private sector is directly engaged with creating solutions.

Medtronic also commits resources to support policy and regulatory reform aimed at improving global patient access to therapies.

On July 6, 2012, 17 UN member states attended a Ministerial Roundtable during the week of ECOSOC (Economic and Social Council) at the United Nations headquarters in New York to discuss "safeguarding adolescent and youth livelihood in the face of noncommunicable diseases (NCDs) and their risk factors."

UNICEF, the Pan-American Health Organization (PAHO) and NCD Child, co-sponsors of the roundtable, released an Issues Paper and Concept Note in conjunction with the event.

The roundtable, designed "to keep the face of children and adolescents squarely in front of the NCD community," emphasized the need to address NCDs over the course of a lifetime and to include the private sector as a partner in the discussion.

The event also led to the inclusion of NCDs in the ECOSOC 2012 Declaration and a commitment by UNICEF to include NCDs in the next edition of the organization’s global handbook, "Facts for Life," which will be released in September 2012.

The Medtronic Foundation provided a program support grant to NCD Child, which took the lead in organizing the roundtable.

Leading professionals from a variety of sectors gathered at the NCD Child Conference March 2012 in Oakland, California to address the challenges surrounding noncommunicable diseases (NCDs), children and adolescents. Acknowledging that the United Nations High-Level Meeting was an important starting point, attendees focused on actions that must take place to drive change in how the global community ensures that children have the right to health and life.

Based on the premise that childhood offers a great opportunity for cost-effective prevention and control of NCDs, and acknowledging that the economic and developmental cost of not treating children with NCDs will likely be astronomical for nations, the conference provided a platform to launch dialogue, advocacy and action toward ensuring that children with NCDs are provided with effective solutions as part of global efforts to prevent and control NCDs.

The 2-day "working conference," organized by CLAN (Caring & Living as Neighbors), the Public Health Institute and the Global Health Council, was sponsored by the Medtronic Foundation and also received significant support from the United Nations Secretary General’s office and UNICEF. It produced the following outcomes:

  • A modified UN Political Declaration on NCDs to include children and adolescents that will be shared at the Geneva Health Assembly in May 2012.
  • An Oakland Statement on NCDs acknowledging the right of children and adolescents to enjoy the highest standard of health and access to care and calling on all governments, international organizations and civil society to commit to urgent actions to address the premature deaths and widespread suffering caused by NCDs in children and adolescents.

Support of NCD Alliance Initiates Medtronic Global Commitment Support of NCD Alliance Initiates Medtronic Global Commitment

In September 2010, the Medtronic Foundation announced a $1 million commitment to the NCD Alliance to drive outcomes of the United Nations High-Level Meeting on the Prevention and Control of Noncommunicable Diseases (NCDS), including providing countries with a framework for addressing NCDs, regulatory reform/harmonization to increase access to therapies, and consensus on measurable targets and reporting.

The grants are part of a comprehensive Medtronic commitment to drive a meaningful reduction in NCD mortality and morbidity by raising awareness of NCDs on the global agenda and collaborating with global stakeholders to bring innovative solutions necessary to combat and ultimately overcome the unique challenges of the burgeoning chronic disease issue.

China Initiative Develops Leaders in Public Health Policy China Initiative Develops Leaders in Public Health Policy

An integral component of the Harvard School of Public Health China Initiative, the China Senior Health Executive Education Program is helping produce a critical mass of well informed leaders at national and provincial levels. Through the innovative program, supported by the Medtronic Foundation, participants develop the capacity to create and implement sound, evidence-based policies and find innovative solutions to local health care issues.

Drawing on the expertise of faculty from Harvard schools of public health, business, and government, and from Tsinghua University School of Public Policy and Management in Beijing, participants learn problem-solving, strategic planning, and leadership skills to help them design, introduce, and sustain major policy and institutional actions directly related to their own locales. A Medtronic Foundation grant to the International Alliance of Patients’ Organizations (IAPO) supports an October 2011 regional policy and capacity building workshop for patient groups from across the Western Pacific and South-East Asia region. The workshop brings together key figures to discuss important healthcare issues such as health literacy, patient safety, NCDs and patient involvement. The IAPO assists patient groups globally so that they can have an impact on healthcare policies in their countries as advocates for patient-centered healthcare.
