Do I need to hydrate the mesh?

Symbotex™ composite mesh should be hydrated in its original blister before being handled.
Are tacks or sutures necessary to anchor the mesh?

Yes, either are necessary. However, the technique used to anchor the mesh (suture or staples) is left up to the practitioner.
